The occupation authorities may limit or temporarily forbid the entry of individual reliefsupplies for imperative reasons of security, such as if the volume of relief consignments preventssecurity screening. 29211.17.3 Continuing Responsibilities of the Occupying Power. Relief consignments shallin no way relieve the Occupying Power of any of its responsibilities under Articles 55, 56, and59 of the GC. 293 The responsibilities of the Occupying Power under Articles 55, 56, and 59 ofthe GC relate to ensuring the provision of food, medical supplies, and medical services to thepopulation. 29411.17.4 National Red Cross or Red Crescent Societies and Other Relief Organizations.Subject to temporary and exceptional measures imposed for urgent reasons of security by theOccupying Power:• recognized National Red Cross (Red Crescent, Red Lion and Sun) Societies shall be ableto pursue their activities in accordance with Red Cross principles, as prescribed by theInternational Red Cross Conferences. Other relief societies shall be permitted to continuetheir humanitarian activities under similar conditions;• the Occupying Power may not require any changes in the personnel or structure of thesesocieties that would prejudice these activities. 295The same principles shall apply to the activities and personnel of special organizations ofa non-military character that already exist or that may be established for the purpose of ensuring291 GC COMMENTARY 329 (“Unlike the three previous Articles which refer to relief supplies for a group of protectedpersons (collective consignments), Article 62 deals with consignments addressed to individuals (individualconsignments).”).292 GC COMMENTARY 329 (“[T]he occupation authorities have the right to refuse to receive individual reliefconsignments if imperative reasons of security so demand.
