All personnel who are involved in handling, transporting, andusing explosive ordnance should be properly trained through suitable training programs on themunitions that they will be required to handle. 4466.19.5.4 Transfer. When contemplating transfers of explosive ordnance toanother State that did not previously possess that type of explosive ordnance, reasonable effortsshould be made to ensure that the receiving State has the capability to store, maintain, and usethat explosive ordnance correctly. 4476.19.5.5 Future Production. When producing, procuring, or developing explosiveordnance, ways and means of improving the reliability of explosive ordnance should beconsidered with a view to achieving the highest possible reliability. 4486.20 EXPLOSIVE REMNANTS OF WARThere are certain obligations with respect to explosive remnants of war on territory underU.S. control. Most of these obligations are trigged upon the cessation of active hostilities.6.20.1 Definition of Explosive Remnants of War. Under the CCW Protocol V onExplosive Remnants of War, “explosive remnants of war” means: (1) unexploded ordnance(UXO); and (2) abandoned explosive ordnance (AXO). 449“Unexploded ordnance” is defined in § 6.19.1.2 (Definition of Unexploded Ordnance(UXO)). “Abandoned explosive ordnance” is defined in § 6.19.1.3 (Definition of AbandonedExplosive Ordnance (AXO)).445 TECHNICAL ANNEX TO CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR part 3(b)(viii) (“Where necessary,appropriate action, including adjustment to the expected shelf-life of ordnance, should be taken as a result ofinformation acquired by logging, tracking and testing procedures, in order to maintain the reliability of stockpiledexplosive ordnance.”).446 TECHNICAL ANNEX TO CCW PROTOCOL V ON EXPLOSIVE REMNANTS OF WAR part 3(c) (“The proper training ofall personnel involved in the handling, transporting and use of explosive ordnance is an important factor in seekingto ensure its reliable operation as intended.
