complaints, petitions, and reports may be subject to security review and censorship to ensure thatthey are not misused. 411The censoring of correspondence addressed to internees or sent by them shall be done asquickly as possible. 41210.23.6.1 Examination of Consignments. The examination of consignmentsintended for internees shall not be carried out under conditions that will expose the goods inthem to deterioration. 413 It shall be done in the presence of the addressee, or of a fellow-interneeduly delegated by him or her. 414 This measure is intended to prevent any misappropriation; thefellow-internee would generally be a member of the Internee Committee. 415The delivery to internees of individual or collective consignments shall not be delayedunder the pretext of difficulties of censorship. 41610.23.6.2 Limitation on Prohibition of Correspondence.
