The special agreements provided for above shall in no case restrict the right of InterneeCommittees to take possession of collective relief shipments intended for internees, to undertaketheir distribution, and to dispose of them in the interests of the recipients. 388Nor shall such agreements restrict the right of representatives of the Protecting Powers,the ICRC, or any other organization giving assistance to internees and responsible for theforwarding of collective shipments, to supervise their distribution to the recipients. 38910.23.4 Exemption From Postal and Shipping Charges for Shipments To and FromInternees. Relief shipments for internees and mail sent by internees or to them benefit fromcertain exemptions in international law.10.23.4.1 Exemption From Dues for Relief Shipments. All relief shipments forinternees shall be exempt from import, customs, and other dues. 39010.23.4.2 GC Postal Dues Exemption.
