These provisions in no way detract from the right of any party to the conflict to arrangeother means of transport, if it should so prefer, nor preclude the granting of safe-conducts, undermutually agreed conditions, to such means of transport. 473In the absence of special agreements, the costs occasioned by the use of such means oftransport shall be borne proportionally by the parties to the conflict whose nationals are benefitedthereby. 474 Expenses in setting up the special transport system are not specifically addressed bythe GPW, and presumably would be addressed by an agreement between the body that takes theinitiative in establishing the system and the Powers concerned. 4759.20.6 Censorship and Security Review of POW Correspondence and Shipments. TheDetaining Power may examine and censor all communications sent to or by POWs, includingcorrespondence, telegrams, parcels, newspapers, periodicals, and books, with a view to deletingor confiscating matter prejudicial to its military security. 476 The Detaining Power’s general rightto conduct censorship is an implicit assumption in the GPW, as it is in the GC. 477 POWs’complaints, petitions, and reports may be subject to security review and censorship to ensure thatthey are not misused. 478The censoring of correspondence addressed to POWs or sent by them shall be done asquickly as possible. 479 Mail shall be censored only by the State from which the mail is sent andthe State that receives the mail, and only once by each State. 4809.20.6.1 Examination of Consignments.
