10.15.3 Appointment of Other Ministers or Qualified Laypersons. When internees do nothave at their disposal the assistance of ministers of their faith, or should these latter be too few innumber, the local religious authorities of the same faith may appoint, in agreement with theDetaining Power, a minister of the internees’ faith or, if such a course is feasible from adenominational point of view, a minister of a similar religion or a qualified layperson. 256 Thelatter shall enjoy the facilities granted to the ministry he or she has assumed. 257 Persons soappointed shall comply with all regulations laid down by the Detaining Power in the interests ofdiscipline and security. 25810.16 INTELLECTUAL, PHYSICAL, AND RECREATIONAL ACTIVITIESThe Detaining Power shall encourage intellectual, educational, and recreational pursuits,and sports and games among internees, while leaving them free to take part in them or not. 259 Itshall take all practicable measures to ensure the exercise thereof, in particular by providingsuitable premises for such purposes. 26010.16.1 Voluntariness of the Activities. The Detaining Power should seek to encouragethe internees in engaging in these activities, while leaving them free to take part or not. Forexample, it would be prohibited to compel internees to listen to propaganda, such as bypunishing them or giving them harsher conditions of confinement if they do not participate. Onthe other hand, censoring educational or intellectual materials for security reasons or to refrainfrom providing internees with anti-democratic political propaganda would be permissible. 26110.16.2 Education.
