without daylight, and, in general, any form of torture or cruelty, are forbidden for POWs servingjudicial penalties. 7219.29 TRANSFER OF POWS FROM THE POW CAMP9.29.1 Determining Whether to Transfer POWs. The Detaining Power, when decidingupon the transfer of POWs, shall take into account the interests of the POWs themselves, moreespecially so as not to increase the difficulty of their repatriation. 722Sick or wounded POWs shall not be transferred as long as their recovery may beendangered by the journey, unless their safety imperatively demands it. 723If the combat zone draws closer to a camp, the POWs in that camp shall not betransferred unless their transfer can be carried out in adequate conditions of safety, or unless theyare exposed to greater risks by remaining on the spot than by being transferred. 7249.29.2 Conditions for the Transfer of POWs.
