“POWs of equivalent rank” refers to POWs, such as persons authorized to accompany thearmed forces, who are not members of the armed forces and thus do not have a military rank. 3349.18.3.2 Special Agreement to Modify the Amount of Advances of Pay. Theparties to the conflict concerned may, by special agreement, modify the amount of advances ofpay due to POWs of the categories specified in Article 60 of the GPW. 3359.18.3.3 Procedure for Limiting Amounts Drawn From Accounts Pending SpecialAgreement. If the amounts indicated in Article 60 of the GPW would be unduly high comparedwith the pay of the Detaining Power’s armed forces or would, for any reason, seriouslyembarrass the Detaining Power, then, pending the conclusion of a special agreement with thePower on which the POWs depend to vary the amounts indicated above, the Detaining Power: 336• shall continue to credit the accounts of the POWs with the amounts indicated in the firstparagraph of Article 60 of the GPW; 337• may temporarily limit the amount made available from these advances of pay to POWsfor their own use, to sums that are reasonable, but that, for Category I, shall never beinferior to the amount that the Detaining Power gives to the members of its own armedforces. 338The reasons for any limitations will be given without delay to the Protecting Power. 3399.18.3.4 Reimbursement by the Power on Which the POWs Depend.
