disappear, there may be voices claiming th<strong>at</strong> less funding<br />

for defense is necessary, <strong>and</strong> these monies can be<br />

alloc<strong>at</strong>ed to other worthy projects. However, unlikely<br />

as this eventuality may be, the New Historic Missions<br />

require significant defense outlays. Defense spending<br />

is rarely—if ever—deemed by military professionals<br />

to be adequ<strong>at</strong>e to meet programs considered essential<br />

to n<strong>at</strong>ional security (hence the existence of the first<br />

contradiction identified above).<br />

Yet, equal if not gre<strong>at</strong>er aggrav<strong>at</strong>ion may be directed<br />

<strong>at</strong> the wide spectrum of MOOTW th<strong>at</strong> thre<strong>at</strong>ens<br />

to place ever-increasing dem<strong>and</strong>s on the <strong>PLA</strong>. In convers<strong>at</strong>ions<br />

this writer had with <strong>PLA</strong> researchers in the<br />

afterm<strong>at</strong>h of the Wenchuan earthquake, for example,<br />

they appeared perturbed by the dem<strong>and</strong>s placed upon<br />

the military in relief oper<strong>at</strong>ions. When this writer was<br />

asked wh<strong>at</strong> he thought of the <strong>PLA</strong> response to the<br />

disaster, he answered th<strong>at</strong> he was full of admir<strong>at</strong>ion<br />

for the heroism <strong>and</strong> herculean efforts of Chinese soldiers.<br />

Nevertheless, it seemed to him th<strong>at</strong> the armed<br />

forces were ill-equipped to h<strong>and</strong>le the scope or scale<br />

of the disaster. <strong>The</strong> <strong>PLA</strong> researchers readily agreed<br />

remarking on the factors th<strong>at</strong> had hampered rescue<br />

efforts including a lack of appropri<strong>at</strong>e equipment <strong>and</strong><br />

transport<strong>at</strong>ion. In particular, they cited a lack of helicopters.<br />

One officer remarked th<strong>at</strong> if only China had<br />

a “FEMA” (Federal Emergency Management Agency)<br />

equivalent organiz<strong>at</strong>ion then this would lessen the<br />

onus on the <strong>PLA</strong>. 53<br />

Challenge #4: Can the <strong>PLA</strong> Disarm Its Foreign<br />

Critics?<br />

<strong>The</strong> <strong>PLA</strong> has an ongoing global PR campaign to<br />

persuade other countries th<strong>at</strong> China does not pose<br />
