China is not similarly involved in Southeast Asia because the situ<strong>at</strong>ion<br />

in Malacca is different from th<strong>at</strong> in the Gulf of Aden. Piracy<br />

in the Malacca Strait is already controlled through the joint efforts<br />

of the coastal st<strong>at</strong>es Indonesia, Thail<strong>and</strong>, Singapore, <strong>and</strong> Malaysia.<br />

In Somalia, by contrast, the problem is more rampant—with<br />

10 times as many <strong>at</strong>tacks in the past year—<strong>and</strong> sea conditions<br />

China Normal University Law School, where he teaches intern<strong>at</strong>ional<br />

criminal law to master’s students. He is a also a member<br />

of the China branch of the Intern<strong>at</strong>ional Criminal Law Associ<strong>at</strong>ion,<br />

<strong>and</strong> Vice President of the Guangdong Province Criminal<br />

Law <strong>Institute</strong>. Huang worked in China’s public security system<br />

for twelve years, achieving the rank of third class police inspector.<br />

He has conducted extensive research, <strong>and</strong> his reports have been<br />

praised by the Ministry of Public Security leadership. Huang is<br />

an influential expert in China on organized crime. His public<strong>at</strong>ions<br />

include the 2008 monograph, “Crack Down on Specul<strong>at</strong>ion<br />

<strong>and</strong> Profiteering, Elimin<strong>at</strong>e the Lo<strong>at</strong>hsome Cancer Uprooting the<br />

Harmonious Society.” While Huang acknowledges th<strong>at</strong> he lacks<br />

naval oper<strong>at</strong>ional expertise, his book is a useful compil<strong>at</strong>ion of<br />

open source inform<strong>at</strong>ion <strong>and</strong> displays incisive critical analysis.<br />
