transition from fixed storage to military m<strong>at</strong>erial distribution<br />

centers, for example, criticized the excessive<br />

levels within the logistics chain of comm<strong>and</strong>, which<br />

interfere in requisition processing, 71 consequently delaying<br />

support to end users. Local barriers also disrupt<br />

cross leveling of supplies. Additionally, the lack<br />

of inform<strong>at</strong>ion technology undermines the ability to<br />

exercise comm<strong>and</strong> visibility over logistics assets. As<br />

a result, inventory visibility is often limited to independent<br />

storage facilities, where <strong>PLA</strong> supplies <strong>and</strong><br />

m<strong>at</strong>erials remain in st<strong>at</strong>ic storage. 72 <strong>The</strong> author recommended<br />

applic<strong>at</strong>ion of optical storage cards, bar<br />

codes, <strong>and</strong> radio-frequency technology to accur<strong>at</strong>ely<br />

assess available supplies <strong>and</strong> m<strong>at</strong>erials <strong>and</strong> to accur<strong>at</strong>ely<br />

track distribution. 73<br />

A 2001 analysis of the logistics challenges to support<br />

amphibious oper<strong>at</strong>ions 74 against Taiwan also<br />

frankly discussed logistics challenges to support military<br />

oper<strong>at</strong>ions under the challenging conditions of<br />

an amphibious assault across 1,000 kilometers. He<br />

concluded th<strong>at</strong> the Chinese military logistics system<br />

could not provide all the necessary logistics supplies<br />

for isl<strong>and</strong> l<strong>and</strong>ing oper<strong>at</strong>ions, <strong>and</strong> he expressed skepticisms<br />

over how civilian ships <strong>and</strong> fishing bo<strong>at</strong>s could<br />

assist a forced l<strong>and</strong>ing on the isl<strong>and</strong> to support comb<strong>at</strong><br />

oper<strong>at</strong>ions. Consequently, he recommended adapting<br />

comb<strong>at</strong> oper<strong>at</strong>ions according to the logistic limit<strong>at</strong>ions<br />

<strong>and</strong> realities. In particular, he recommended logistics<br />

oper<strong>at</strong>ions during the initial phase of the b<strong>at</strong>tle be<br />

supported by air cover provided by helicopters. Mobiliz<strong>at</strong>ion<br />

of civilian ships to support logistics, he wrote,<br />
