Exercise artificialities, such as compressing the<br />

b<strong>at</strong>tlefield so it can be observed from nearby reviewing<br />

st<strong>and</strong>s, limited timeframes (often counted in minutes<br />

or hours), daylight oper<strong>at</strong>ions (so th<strong>at</strong> VIPs can<br />

see the festivities), result in many exercises devolving<br />

into heavily scripted tactical drills or firepower demonstr<strong>at</strong>ions.<br />

Because the demonstr<strong>at</strong>ions take place<br />

in daylight, night oper<strong>at</strong>ions have not been required.<br />

Since these exercises are over within hours, supplies<br />

of b<strong>at</strong>teries are not expended, vehicles do not run out<br />

of fuel, troops <strong>and</strong> comm<strong>and</strong>ers do not need to sleep<br />

in the field, <strong>and</strong> the enemy does not vary much from<br />

its initial disposition. When the b<strong>at</strong>tlefield is confined<br />

to wh<strong>at</strong> can be seen from the reviewing st<strong>and</strong>, SOF<br />

<strong>and</strong> airborne forces are not employed in the enemy’s<br />

rear when <strong>and</strong> where they would be in actual oper<strong>at</strong>ions.<br />

When the exercise is completely preplanned,<br />

comm<strong>and</strong>ers follow timelines instead of making decisions<br />

based on actual conditions. In other words, the<br />

military oper<strong>at</strong>ions on display <strong>at</strong> most of the larger<br />

combined exercises lack the reality of modern comb<strong>at</strong><br />

against either an unconventional enemy or larger,<br />

modern military opponent.<br />

Nonetheless, some training value is gener<strong>at</strong>ed as<br />

staffs plan <strong>and</strong> monitor initial oper<strong>at</strong>ions, troops practice<br />

comb<strong>at</strong> drills, <strong>and</strong> logistics personnel maintain<br />

equipment <strong>and</strong> support troops away from base. Ironically,<br />

individual soldiers probably improve their own<br />

skills most during the smallest combined exercises<br />

where they are teamed up with foreign forces <strong>and</strong> test<br />

themselves in extended exercises.<br />

<strong>The</strong> <strong>PLA</strong> is <strong>at</strong>tempting to rectify similar shortcomings<br />

in its own unil<strong>at</strong>eral exercises by emphasizing<br />

realistic conditions (currently oper<strong>at</strong>ions in a complex<br />

electro-magnetic environment is the buzzword), in-<br />
