contributions. 28 Of course, as repe<strong>at</strong>ed Chinese st<strong>at</strong>ements<br />

underscore, the central purpose of the mission<br />

is to escort Chinese ships. As criminal law researcher<br />

Huang Li, who has published one of the few Chinese<br />

books available thus far on the deployment, emphasizes,<br />

“sending warships on an escort mission is one’s<br />

own business, as the country which joins the escort<br />

oper<strong>at</strong>ion is the boss of its own. This is a transition of<br />

st<strong>at</strong>us from the employee to the boss.” 29<br />

Unofficial Explan<strong>at</strong>ions. <strong>The</strong> above r<strong>at</strong>ionales are<br />

accur<strong>at</strong>e, but incomplete. First, all easier options had<br />

been exhausted. Second, Beijing was under mounting<br />

popular pressure to act. Third, deploying naval vessels<br />

offered a politically-safe opportunity to do wh<strong>at</strong><br />

many decisionmakers likely regarded as a logical next<br />

step in China’s military development.<br />

<strong>The</strong> heart of the m<strong>at</strong>ter was lack of further options<br />

to solve the piracy problem indirectly. According to<br />

Huang Li, “It took nearly a whole year to find a solution<br />

to this problem.” 30 Unable to afford high priv<strong>at</strong>e<br />

security fees, Chinese ships had started to detour<br />

around the Cape of Good Hope, raising shipping<br />

r<strong>at</strong>es <strong>and</strong> risking the loss of market share if Chinese<br />

merchant ships broke contracts. 31 This, in turn, risked<br />

making China’s government look ineffectual. Preoccupied<br />

with the May 12, 2008, Wenchuan Earthquake<br />

<strong>and</strong> the August 2008 Olympics, 32 Beijing tried a variety<br />

of altern<strong>at</strong>ives to muddle through, but all failed;<br />

hence its pursuit of a unil<strong>at</strong>eral approach under a multil<strong>at</strong>eral<br />

aegis.<br />
