the Wenchuan earthquake showed th<strong>at</strong> the <strong>PLA</strong>AF<br />

needed to undergo a fundamental “transform<strong>at</strong>ion”<br />

in its theoretical underst<strong>and</strong>ing of its roles <strong>and</strong> responsibilities<br />

in MOOTW, to establish appropri<strong>at</strong>e<br />

emergency response plans <strong>and</strong> mechanisms, <strong>and</strong> to<br />

integr<strong>at</strong>e these with the emergency response plans<br />

<strong>and</strong> mechanisms of the civilian government. 40<br />

<strong>The</strong>se criticisms of the <strong>PLA</strong>AF <strong>and</strong> of the mobiliz<strong>at</strong>ion<br />

of resources for the earthquake relief effort came in<br />

the context of an on-going discussion of the weaknesses<br />

of China’s emergency response system. One of the<br />

main themes appearing in this discussion is th<strong>at</strong> if the<br />

<strong>PLA</strong>, PAP, militia, <strong>and</strong> reserves are going to be regularly<br />

called upon as emergency response forces under<br />

the rubrics of diversified military tasks <strong>and</strong> MOOTW,<br />

there needs to be a comprehensive, integr<strong>at</strong>ed n<strong>at</strong>ional<br />

defense/emergency response mobiliz<strong>at</strong>ion system,<br />

backed up by appropri<strong>at</strong>ely organized, equipped, <strong>and</strong><br />

trained military units <strong>and</strong> oper<strong>at</strong>ing under an effective<br />

comm<strong>and</strong> <strong>and</strong> control system. Some of the critiques<br />

of <strong>PLA</strong>/PAP/militia/reserves performance in the<br />

Wenchuan earthquake relief effort focused on lack of<br />

search <strong>and</strong> rescue, communic<strong>at</strong>ions, <strong>and</strong> engineering<br />

equipment, even st<strong>at</strong>ing fl<strong>at</strong>ly th<strong>at</strong> China’s emergency<br />

response <strong>and</strong> rescue techniques are “primitive.” 41<br />

Other critiques focused not on equipment but on<br />

the organiz<strong>at</strong>ion of China’s emergency response <strong>and</strong><br />

its rel<strong>at</strong>ion to the n<strong>at</strong>ional defense mobiliz<strong>at</strong>ion system.<br />

At one level, this involves the idea th<strong>at</strong> China’s<br />

n<strong>at</strong>ional defense mobiliz<strong>at</strong>ion system needs to be<br />

thoroughly reorganized to cre<strong>at</strong>e an integr<strong>at</strong>ed “dual<br />

response” system th<strong>at</strong> would be prepared to mobilize<br />

military <strong>and</strong> civilian resources (human, m<strong>at</strong>erial, <strong>and</strong><br />

financial) for both war <strong>and</strong> for peacetime emergency<br />

response. 42 This would also involve st<strong>and</strong>ardizing,<br />
