HAROLD TANNER is an associ<strong>at</strong>e professor <strong>at</strong><br />

the University of North Texas, where he teaches undergradu<strong>at</strong>e<br />

<strong>and</strong> gradu<strong>at</strong>e courses on ancient, medieval,<br />

<strong>and</strong> modern Chinese history <strong>and</strong> U.S.-China<br />

diplom<strong>at</strong>ic history. His public<strong>at</strong>ions <strong>and</strong> research<br />

include China: A History (Hackett Publishers, 2009),<br />

Strike Hard: Anti-crime Campaigns <strong>and</strong> Chinese Criminal<br />

Justice, 1979-1984 (Cornell East Asia Series, 1999), <strong>and</strong><br />

several articles on Chinese criminal justice, as well as<br />

articles <strong>and</strong> conference papers on Chinese Communist<br />

str<strong>at</strong>egy <strong>and</strong> oper<strong>at</strong>ions in the war against the N<strong>at</strong>ionalist<br />

armies in Manchuria between 1945 <strong>and</strong> 1948. Dr.<br />

Tanner holds an M.A. in area studies from the School<br />

of Oriental <strong>and</strong> African <strong>Studies</strong>, University of London,<br />

<strong>and</strong> a Ph.D. in Chinese history from Columbia<br />

University.<br />

YOU JI is reader/associ<strong>at</strong>e professor in School of<br />

Social Science, the University of New South. He has<br />

published widely on China’s political, military, <strong>and</strong><br />

foreign affairs. He is author of three books, including<br />

<strong>The</strong> Armed Forces of China, 1999. He wrote numerous<br />

articles, including “Politics as the Found<strong>at</strong>ion for<br />

Health Balance of Power,” Asia Policy, No. 8, 2009;<br />

“<strong>The</strong> 17th Party Congress <strong>and</strong> the CCP’s Changing<br />
