58. For example, on September 5, 2008, 4,000 middle school
students besieged a county government building in Henan province,
breaking doors and windows and setting fires (quickly extinguished)
after the developer of the “European Garden” real
estate development project tore up their school playground. Several
hundred regular police and PAP officers clashed with the
students, injuring 20. The issue was resolved when local officials
agreed to negotiate with the developer on behalf of the students.
