serves as the initial <strong>and</strong>, in lower-grade incidents, only<br />

necessary responders to contingencies. However, in<br />

severe <strong>and</strong> very severe incidents, the PAP <strong>and</strong>/or the<br />

<strong>PLA</strong> are called upon to oper<strong>at</strong>e as “shock troops” <strong>and</strong><br />

even as the main forces in h<strong>and</strong>ling n<strong>at</strong>ural disasters<br />

<strong>and</strong> other emergency situ<strong>at</strong>ions.<br />

<strong>The</strong> Emergency Response Law of the PRC st<strong>at</strong>es<br />

the military’s role in typically flexible terms: “<strong>The</strong> Chinese<br />

People’s Liber<strong>at</strong>ion <strong>Army</strong>, the Chinese People’s<br />

Armed Police Force, <strong>and</strong> militia join in emergency<br />

response, rescue, <strong>and</strong> management in accordance<br />

with this law <strong>and</strong> other relevant laws, administr<strong>at</strong>ive<br />

regul<strong>at</strong>ions, <strong>and</strong> military laws <strong>and</strong> the comm<strong>and</strong>s of<br />

the St<strong>at</strong>e Council <strong>and</strong> the Central Military Commission.”<br />

12 <strong>The</strong> “Regul<strong>at</strong>ion on army particip<strong>at</strong>ion in disaster<br />

rescue <strong>and</strong> relief” describes the <strong>PLA</strong>’s role in<br />

disaster rescue <strong>and</strong> relief as th<strong>at</strong> of a “strike force,”<br />

<strong>and</strong> its responsibilities as rescuing, transferring, or<br />

dispersing victims; protecting the safety of important<br />

targets; rescuing <strong>and</strong> transporting important m<strong>at</strong>erials;<br />

particip<strong>at</strong>ing in specialized tasks including repair<br />

of roads, bridges, <strong>and</strong> tunnels, rescue <strong>at</strong> sea, nuclear,<br />

chemical, <strong>and</strong> biological rescue, control of infectious<br />

disease, preventing or controlling other serious dangers<br />

or disasters, <strong>and</strong> when necessary, assisting local<br />

government in reconstruction. 13 <strong>The</strong> <strong>PLA</strong> began formally<br />

including rescue <strong>and</strong> disaster relief oper<strong>at</strong>ions<br />

in its training programs in 2002. 14<br />

While the <strong>PLA</strong> <strong>and</strong> the PAP (as well as militia <strong>and</strong><br />

reserve forces) have been called upon to respond to<br />

n<strong>at</strong>ural disasters <strong>and</strong> other emergency situ<strong>at</strong>ions, the<br />

<strong>PLA</strong> has, since 1989, been reluctant to particip<strong>at</strong>e in<br />

the management of mass incidents, preferring to leave<br />

th<strong>at</strong> task almost exclusively to the PAP. 15 Laws including<br />

the Law on Martial Law (戒严法) clearly indic<strong>at</strong>e<br />
