China’s civilian bureaucracy on how to improve China’s ability to<br />

h<strong>and</strong>le domestic crises. With regard to n<strong>at</strong>ural disasters, public<br />

management specialists argue th<strong>at</strong> military mobiliz<strong>at</strong>ion is very<br />

inefficient <strong>and</strong> th<strong>at</strong> China should learn from organiz<strong>at</strong>ions such<br />

as FEMA <strong>and</strong> also learn to incorpor<strong>at</strong>e NGOs <strong>and</strong> benefit more<br />
