exercise phase, the ships conducted an open sea surface<br />

firing competition against targets seven to eight<br />

nautical miles away. 80<br />

According to two retired USN rear admirals who<br />

observe the <strong>PLA</strong>N on a regular basis, particip<strong>at</strong>ion in<br />

these SAREXs is part of the <strong>PLA</strong>N’s transform<strong>at</strong>ion<br />

into an “open ocean navy” (yuanhai or yuanyang haijun).<br />

81 Rear Admiral (RADM) Pendley st<strong>at</strong>es th<strong>at</strong> one<br />

needs to make a distinction between particip<strong>at</strong>ing in<br />

a SAREX <strong>and</strong> particip<strong>at</strong>ing in bil<strong>at</strong>eral or multil<strong>at</strong>eral<br />

naval oper<strong>at</strong>ions or exercises. Particip<strong>at</strong>ing in a SAR-<br />

EX has a practical value for the <strong>PLA</strong>N, particularly<br />

in supporting their exp<strong>and</strong>ing oper<strong>at</strong>ions outside of<br />

home w<strong>at</strong>ers <strong>and</strong> developing the ability to work together<br />

<strong>and</strong> communic<strong>at</strong>e with other navies. Particip<strong>at</strong>ion<br />

in multil<strong>at</strong>eral naval exercises <strong>at</strong> sea, however, is<br />

different. <strong>The</strong>se types of naval exercises are designed<br />

to enhance interoperability <strong>and</strong> thus have the most<br />

value for navies th<strong>at</strong> intend to oper<strong>at</strong>e together in<br />

actual military oper<strong>at</strong>ions <strong>at</strong> sea. RADM Pendley believes<br />

th<strong>at</strong> the <strong>PLA</strong>N’s particip<strong>at</strong>ion in comb<strong>at</strong>-rel<strong>at</strong>ed<br />

naval exercises, such as RIMPAC, is far less valuable<br />

to them <strong>and</strong> probably will not gre<strong>at</strong>ly exp<strong>and</strong>.<br />

RADM Pendley also argues th<strong>at</strong>, as the <strong>PLA</strong>N increases<br />

its competence <strong>and</strong> oper<strong>at</strong>ions outside home<br />

w<strong>at</strong>ers, we should expect it to increase its particip<strong>at</strong>ion<br />

in SAREXs. RADM McVadon supports this view,<br />

adding th<strong>at</strong> it is time for the U.S. Navy <strong>and</strong> <strong>PLA</strong>N to<br />

move beyond r<strong>at</strong>her rudimentary SAREXs <strong>and</strong> undertake<br />

humanitarian assistance <strong>and</strong> disaster relief (HA-<br />

DR) exercises in prepar<strong>at</strong>ion for a cooper<strong>at</strong>ive effort<br />

during an actual c<strong>at</strong>astrophic event.<br />

Foreign Observers. <strong>The</strong> <strong>PLA</strong> still carefully selects<br />

<strong>and</strong> manages the opportunities it gives foreign officers<br />
