By 2006, Jinan MR Deputy Comm<strong>and</strong>er, Zhong<br />

Shengqin, described the pilot as “a good start.” He<br />

cautioned, however, th<strong>at</strong> the joint support system<br />

needed to be “perfected in practice” before the CMC<br />

could issue specific plans on how to implement joint<br />

logistics reforms to the <strong>PLA</strong>. Zhong called on Jinan<br />

MR personnel to consolid<strong>at</strong>e achievements from the<br />

pilot <strong>and</strong> intensify efforts to solve problems. 63<br />

Joint logistics supply distribution in the Jinan MR<br />

pilot may be depicted as a two-track distribution system<br />

(see Figure 2), 64 which elimin<strong>at</strong>es the services’<br />

branch logistics departments. One channel distributes<br />

common use <strong>and</strong> service-specific m<strong>at</strong>erials. A second<br />

channel continues to distribute comprehensively<br />

planned m<strong>at</strong>erial to poorer regions.<br />
