THE EARLY EXERCISES (2002-04)<br />

Without much fanfare, Chinese <strong>and</strong> Kyrgyzstan<br />

forces executed a bil<strong>at</strong>eral, combined anti-terrorism<br />

exercise, “Exercise 01,” in the border area of the two<br />

countries on October 10-11, 2002. 8 Unlike the media<br />

<strong>at</strong>tention provided l<strong>at</strong>er exercises, little was written or<br />
