hampered by a bias for independent <strong>and</strong> redundant<br />

support provided by each service, which would narrow<br />

the logisticians’ knowledge <strong>and</strong> experience. Additionally,<br />

a preference for warfighting skills over<br />

developing more sophistic<strong>at</strong>ed logistics officers <strong>and</strong><br />

enlisted personnel, would also siphon off better educ<strong>at</strong>ed<br />

personnel into other military specialties.<br />

Corrupt activities of logistics personnel have also<br />

likely contributed to the underdevelopment of professional<br />

logisticians, particularly in efforts to improve<br />

accountability <strong>and</strong> asset management. General Wang<br />

Shouye, who was stripped from his post as Deputy<br />

Comm<strong>and</strong>er, <strong>PLA</strong>N, 53 exemplifies a persistent tradition<br />

of abuse of military logistics resources for personal<br />

gain th<strong>at</strong> hampers the development of a professional<br />

core of logisticians. Corruption insidiously<br />

works against efforts to improve the Chinese logistics<br />

system to make it more efficient <strong>and</strong> responsive, while<br />

undermining personnel development.<br />

RECENT KEY TRENDS IN CHINA’S LOGISTICS<br />

MODERNIZATION<br />

<strong>The</strong> general improvements th<strong>at</strong> President Hu proposes<br />

as identified above must be oper<strong>at</strong>ionalized<br />

through concrete improvements to China’s military<br />

logistics to support potential power projection beyond<br />

China’s shoreline, including Taiwan <strong>and</strong> beyond. This<br />

section examines China’s military logistics moderniz<strong>at</strong>ion<br />

in terms of four trends, the success of which<br />

will determine China’s future ability to support the<br />

projection of military power:<br />
