to gain an objective control measure to supplement its<br />

traditional subjective control mechanisms. However,<br />

true professionalism is possible only alongside a high<br />

level of de-politiciz<strong>at</strong>ion. <strong>The</strong> CCP has long engaged<br />

in a b<strong>at</strong>tle to fight against “Western <strong>at</strong>tempts to corrupt<br />

the <strong>PLA</strong>” (through their examples of “delinking<br />

party-military ties,” “de-politiciz<strong>at</strong>ion of the military,”<br />

<strong>and</strong> “n<strong>at</strong>ionalized military”). This struggle will<br />

only intensify as the <strong>PLA</strong>’s professionaliz<strong>at</strong>ion deepens.<br />

<strong>The</strong> danger to the CCP control of the gun is clear:<br />

Party control, based on ide<strong>at</strong>ional indoctrin<strong>at</strong>ion, is<br />

progressively diluted as the <strong>PLA</strong> undertakes internal<br />

changes driven by Inform<strong>at</strong>ion Technology (IT)-RMA<br />

transform<strong>at</strong>ion. <strong>The</strong> CCP is clearly fighting a losing<br />

b<strong>at</strong>tle.<br />

<strong>The</strong> change in this fundamental rel<strong>at</strong>ionship between<br />

the CCP <strong>and</strong> <strong>PLA</strong> is making its subtle impact<br />

on such important m<strong>at</strong>ters such as the selection of the<br />

next gener<strong>at</strong>ion of civil <strong>and</strong> military leaders <strong>and</strong> China’s<br />

dealing with the Taiwan issue. <strong>The</strong> two authors<br />

point out th<strong>at</strong> by embarking on building professionalism<br />

as a key organiz<strong>at</strong>ional objective, the <strong>PLA</strong> will<br />

develop its own corpor<strong>at</strong>e identity <strong>and</strong> logic of oper<strong>at</strong>ional<br />

autonomy. <strong>The</strong>refore, as U.S. policymakers assess<br />

the long-term prospects for China’s civil-military<br />

rel<strong>at</strong>ions, the possiblity remains th<strong>at</strong> dichotomous<br />

CCP-<strong>PLA</strong> institutional imper<strong>at</strong>ives may cre<strong>at</strong>e fault<br />

zones in the Party’s control of the gun.<br />

<strong>The</strong> <strong>PLA</strong> <strong>at</strong> <strong>Home</strong>.<br />

In Chapter 5, Kevin Pollpeter offers an assessment<br />

of the <strong>PLA</strong>’s transform<strong>at</strong>ion into an inform<strong>at</strong>ionized<br />

force. He uses the <strong>PLA</strong>’s ability to conduct joint oper<strong>at</strong>ions<br />

as the metric for evalu<strong>at</strong>ing its level of informa-<br />
