20. <strong>PLA</strong> officer salaries were on average 20 percent higher<br />

than comparable government officials prior to 1994. This was<br />

slowly reversed <strong>and</strong> reached its gre<strong>at</strong>est disparity in 2007, when<br />

the average <strong>PLA</strong> monthly salary was RMB 1,450 <strong>and</strong> comparable<br />

officials’ salaries was RMB 5,100 per month. From 2007 to 2009,<br />

the <strong>PLA</strong> twice saw a dram<strong>at</strong>ically increase in salary, now rel<strong>at</strong>ively<br />

<strong>at</strong> par with comparable government officials. See blog.newssc.<br />

in the percentage of personal expenditure of the budget, including<br />

salary, from 31.8 percent in 2002 to 33.7 percent in 2007. In<br />

RMB terms, this meant an increase from RMB 54 billion in 2002 to<br />

RMB 120 billion in 2007. <strong>The</strong>se changes can be found comparing<br />

the N<strong>at</strong>ional Defense White Paper published from 2003 to 2008.<br />
