such training has been done on a temporary <strong>and</strong> ad<br />

hoc basis with limited long-term results. In addition,<br />

because there is no permanent joint training structure,<br />

the services do not have a mechanism to discuss how<br />

joint training should be conducted or evalu<strong>at</strong>ed. Consequently,<br />

the <strong>PLA</strong> still lacks clear <strong>and</strong> sufficient regul<strong>at</strong>ions<br />

<strong>and</strong> st<strong>and</strong>ards regarding joint training. 70<br />

<strong>The</strong> main <strong>at</strong>tempt to establish an organiz<strong>at</strong>ion for<br />

joint training has been the form<strong>at</strong>ion of “coordin<strong>at</strong>ion<br />

zones” in 2003. A training coordin<strong>at</strong>ion zone is described<br />

as:<br />

A place where units of various arms <strong>and</strong> services having<br />

similar future comb<strong>at</strong> missions are rel<strong>at</strong>ively concentr<strong>at</strong>ed,<br />

<strong>and</strong> where a zone of mutually coordin<strong>at</strong>ed<br />

military training is set up. This is aimed <strong>at</strong> effective integr<strong>at</strong>ion<br />

<strong>and</strong> sharing of training resources, so th<strong>at</strong> units<br />

of the various arms <strong>and</strong> services can rely on the coordin<strong>at</strong>ion<br />

zone to accomplish integr<strong>at</strong>ed, joint training, <strong>and</strong><br />

exercises. 71<br />

<strong>The</strong> design<strong>at</strong>ion of these training areas as “coordin<strong>at</strong>ion<br />

zones,” however, belies the <strong>PLA</strong>’s propensity for<br />

coordin<strong>at</strong>ed oper<strong>at</strong>ions r<strong>at</strong>her than true interoperability.<br />

Indeed, <strong>PLA</strong> sources lament th<strong>at</strong> training in coordin<strong>at</strong>ion<br />

zones is characterized by “communic<strong>at</strong>ion”<br />

plus “consult<strong>at</strong>ion” instead of true jointness. 72<br />

Despite structural impediments, the <strong>PLA</strong> has made<br />

some progress in joint training. For example, one article<br />

notes th<strong>at</strong> a motorized infantry division now has<br />

an Air Force ground controller <strong>at</strong>tached to it. 73 But the<br />

joint training praised in <strong>PLA</strong> public<strong>at</strong>ions is often rudimentary<br />

or superficial. For example, one report st<strong>at</strong>ed<br />

th<strong>at</strong> ground force <strong>and</strong> Navy units in a training coordin<strong>at</strong>ion<br />

zone practiced ship loading <strong>and</strong> unloading<br />

<strong>and</strong> ground force units practiced loading aircraft onto<br />
