<strong>and</strong> hygiene services in an expeditionary environment.<br />

• Oper<strong>at</strong>ional Contract Support—Oper<strong>at</strong>ions<br />

th<strong>at</strong> provide the ability to orchestr<strong>at</strong>e <strong>and</strong> synchronize<br />

integr<strong>at</strong>ed contract support <strong>and</strong> management<br />

of contractor personnel in a design<strong>at</strong>ed<br />

oper<strong>at</strong>ional area.<br />

Joint Logistics (联合后勤).<br />

China military’s use of the term “Joint logistics”<br />

seems to focus more on staff organiz<strong>at</strong>ion <strong>and</strong> functions<br />

(<strong>and</strong> streamlining) than oper<strong>at</strong>ional capability.<br />

For example, the China Military Logistics Encyclopedia<br />

defines Joint Logistics as “unifying the organiz<strong>at</strong>ion<br />

of the services to implement common logistics<br />

work. Implementing joint logistics avoids duplic<strong>at</strong>e<br />

staffing, organiz<strong>at</strong>ions <strong>and</strong> facilities, r<strong>at</strong>ionally distributes<br />

manpower, m<strong>at</strong>erial <strong>and</strong> financial resources<br />

to support joint oper<strong>at</strong>ions <strong>and</strong> joint activities.” 41<br />

Joint logistics support, <strong>at</strong> this point in China’s<br />

military moderniz<strong>at</strong>ion, appears to be driven by cost<br />

saving, regulariz<strong>at</strong>ion, <strong>and</strong> reduction of redundant<br />

staffing. It has been limited to managing common use<br />

m<strong>at</strong>erials <strong>and</strong> logistical services needed by the troops,<br />

ensuring th<strong>at</strong> the armed services support function oper<strong>at</strong>e<br />

under unified control, while service-unique m<strong>at</strong>erials<br />

<strong>and</strong> services remain under the comm<strong>and</strong> <strong>and</strong><br />

control of “their organic support systems.” 42<br />

Military m<strong>at</strong>erial is managed by the military logistics<br />

departments <strong>and</strong> consists of manufactured products<br />

<strong>and</strong> other rel<strong>at</strong>ed m<strong>at</strong>erials th<strong>at</strong> are used during oper<strong>at</strong>ions<br />

or for the purpose of troop building. At the str<strong>at</strong>egic<br />

<strong>and</strong> oper<strong>at</strong>ional levels, military m<strong>at</strong>erial support<br />
