<strong>at</strong> the Navy Military <strong>Studies</strong> Research <strong>Institute</strong> in Beijing.<br />

His institute, the <strong>PLA</strong>N’s str<strong>at</strong>egic think tank, 38<br />

<strong>and</strong> the <strong>PLA</strong>N more generally, 39 had earlier analyzed<br />

relevant maritime legal issues <strong>and</strong> found nothing to<br />

prevent such a mission. <strong>The</strong> rel<strong>at</strong>ively limited U.S. response<br />

to piracy in the Horn of Africa arguably offered<br />

China a particularly useful str<strong>at</strong>egic opportunity in<br />

this regard. As Huang Li put it, “to achieve ‘peaceful’<br />

entry into the Indian Ocean, we need[ed] a legitim<strong>at</strong>e<br />

RELEVANT OPERATIONAL DETAILS<br />

On December 26, 2008, China deployed two South<br />

Sea Fleet destroyers—Wuhan (DDG-169 052B Luyang)<br />

<strong>and</strong> Haikou (DDG-171 Type 052C Luyang-II)—<strong>and</strong> the<br />

supply ship Weishanhu (#887 Qi<strong>and</strong>aohu/Fuchi class)<br />

10,000 kilometers (km) from their homeport in Sanya,<br />

Hainan Province. After about 3 months, the destroyer<br />

Shenzhen <strong>and</strong> the frig<strong>at</strong>e Huangshan were disp<strong>at</strong>ched<br />

to replace them, while the supply ship Weishanhu remained<br />

on st<strong>at</strong>ion. This second escort fleet conducted<br />

oper<strong>at</strong>ions for about 112 days before being relieved by<br />

a third escort fleet composed of the frig<strong>at</strong>es Zhoushan<br />

<strong>and</strong> Xuzhou <strong>and</strong> another supply ship, Qi<strong>and</strong>aohu. Three<br />

months l<strong>at</strong>er, frig<strong>at</strong>es Ma’anshan <strong>and</strong> Wenzhou relieved<br />

their predecessors <strong>and</strong> joined Qi<strong>and</strong>aohu in the Gulf of<br />

Aden. On March 4, 2010, missile destroyer Guangzhou<br />

<strong>and</strong> supply ship Weishanhu left Sanya to join missile<br />

frig<strong>at</strong>e Chaohu in a fifth task force.<br />
