Although, the Xinhua article quoted above describes<br />

China’s military diplomacy as an “independent foreign<br />

policy of peace,” the <strong>PLA</strong> is not free to conduct<br />

foreign military rel<strong>at</strong>ions on its own, as indic<strong>at</strong>ed by<br />

the directly following st<strong>at</strong>ement th<strong>at</strong> military diplomacy<br />

“serve[s] the st<strong>at</strong>e’s overall diplomacy.” Evidence<br />

suggests th<strong>at</strong>, although the <strong>PLA</strong> is responsible for<br />

managing <strong>and</strong> carrying out foreign military rel<strong>at</strong>ions,<br />

it is required to coordin<strong>at</strong>e <strong>and</strong> consult with PRC st<strong>at</strong>e<br />

<strong>and</strong> Party bureaucracies. 11 According to the <strong>PLA</strong> Encyclopedia,<br />

military diplomacy is a “major component of<br />

the n<strong>at</strong>ion’s foreign rel<strong>at</strong>ions” th<strong>at</strong> is overseen by both<br />

the n<strong>at</strong>ional foreign affairs appar<strong>at</strong>us <strong>and</strong> the military<br />

leadership. 12<br />

Wh<strong>at</strong> Are the Goals of <strong>PLA</strong> Military Diplomacy?<br />

<strong>PLA</strong> military diplomacy has its own subset of<br />

objectives th<strong>at</strong> fall within the overarching m<strong>and</strong><strong>at</strong>e<br />

to further the Party-St<strong>at</strong>e’s broader diplom<strong>at</strong>ic, economic,<br />

<strong>and</strong> security agendas. According to the 2002<br />

supplemental to the <strong>PLA</strong> Encyclopedia, <strong>PLA</strong> military<br />

diplomacy has <strong>at</strong> least nine main goals:<br />

1. To uphold n<strong>at</strong>ional sovereignty, unity, territorial<br />

integrity, <strong>and</strong> security;<br />

2. To conduct military diplom<strong>at</strong>ic activities th<strong>at</strong><br />

counter Taiwan independence, promote unific<strong>at</strong>ion,<br />

<strong>and</strong> uphold the one-China principle;<br />

3. To oppose imperialism, colonialism, hegemon-<br />

ism, aggression, <strong>and</strong> expansion <strong>and</strong> to uphold world<br />

peace;<br />

4. To strengthen unity <strong>and</strong> cooper<strong>at</strong>ion with the<br />

militaries of developing countries;<br />

5. To pursue an independent <strong>and</strong> peaceful foreign<br />

policy <strong>and</strong> to oppose military interventionism, gunbo<strong>at</strong><br />

policies, <strong>and</strong> Cold War policies;<br />
