where she analyzed the frequency and causality of
infectious diseases in various parts of China. An accomplished
linguist, Ms. Holz was previously a staff
member at the Voice of America’s Mandarin Service,
where she wrote programming in both Chinese and
English, to include broadcast programs for teaching
English to VOA’s Chinese audience. Ms. Holz has
studied Mandarin Chinese in Beijing at Peking University
and Tsinghua University. She is a graduate of
Georgetown University’s School of Foreign Service
where she studied Chinese and East Asian history.
She is currently completing a master’s degree in security
studies at Georgetown University.
ROY D. KAMPHAUSEN is Vice President for Political
and Security Affairs and Director, Washington,
DC, The National Bureau of Asian Research. A retired
U.S. Army China Foreign Area Officer, Mr. Kamphausen
served as the China Country Director in the Office
of the Secretary of Defense, China Branch Chief in the
Directorate for Strategic Plans and Policy for the Joint
Chiefs of Staff, and at the Defense Attaché Office of
the U.S. Embassy in the People’s Republic of China.
He has served as a consultant for the Office of the Secretary
of Defense, Department of State and other U.S.
government agencies. His areas of professional expertise
include China’s Peoples Liberation Army (PLA),
U.S.-China defense relations, U.S. defense and security
policy toward Asia, and East Asian security issues.
Mr. Kamphausen co-authored the chapter, “Military
Modernization in Taiwan,” in Strategic Asia 2005-06:
Military Modernization in an Era of Uncertainty, with
Michael Swaine; wrote the chapter, “PLA Power Projection:
Current Realities and Emerging Trends,” in
Assessing the Threat: The Chinese Military and Taiwan’s
