uses frequency hopping <strong>and</strong> direct sequence spread<br />

spectrum to prevent jamming, though sources differ<br />

on their effectiveness.<br />

Chinese articles describe TIS as being limited by a<br />

lack of over-the-horizon capabilities <strong>and</strong> requiring a<br />

relay mechanism to transmit d<strong>at</strong>a over long distances.<br />

One article suggests using aircraft to relay communic<strong>at</strong>ions,<br />

but acknowledges th<strong>at</strong> in the case of a conflict<br />

over Taiwan, these aircraft will be subject to <strong>at</strong>tack<br />

from Taiwanese <strong>and</strong> U.S. air forces. It notes hopefully,<br />

however, th<strong>at</strong> as China’s air defense capabilities improve,<br />

the utility of TIS will increase. 43<br />

Another article describes a system of systems in<br />

which multiple TIS nodes are loc<strong>at</strong>ed throughout a<br />

the<strong>at</strong>er <strong>and</strong> linked via s<strong>at</strong>ellites, fixed communic<strong>at</strong>ion<br />

networks (e.g., fiber optic lines), service communic<strong>at</strong>ion<br />

networks, <strong>and</strong> tactical networks to provide the<strong>at</strong>er-wide<br />

communic<strong>at</strong>ions <strong>and</strong> situ<strong>at</strong>ional awareness<br />

beyond visual range. In using this network, the article<br />

concludes it would be possible for the campaign comm<strong>and</strong><br />

headquarters, service-level units, <strong>and</strong> tacticallevel<br />

units to both provide inputs <strong>and</strong> access inform<strong>at</strong>ion<br />

from TIS in order to obtain a common the<strong>at</strong>er-wide<br />

b<strong>at</strong>tlefield picture. 44<br />

<strong>The</strong> extent to which TIS is integr<strong>at</strong>ed into current<br />

<strong>PLA</strong> oper<strong>at</strong>ions is unknown. A 2000 article st<strong>at</strong>es th<strong>at</strong><br />

TIS was under development <strong>and</strong> th<strong>at</strong> service technologies<br />

facilit<strong>at</strong>ing intra-service communic<strong>at</strong>ions may be<br />

merged with TIS. 45 An article 7 years l<strong>at</strong>er st<strong>at</strong>ed th<strong>at</strong><br />

the networking of TIS into a system of systems had already<br />

achieved some success. 46 It is unclear, however,<br />

how comprehensive this system may be. While a 2008<br />

<strong>PLA</strong> Navy article boasts th<strong>at</strong> a “tri-service connection<br />

via one network” was used during an exercise, the<br />
