China Academy of Engineering Physics <strong>and</strong> its subsidiaries<br />

(with a gre<strong>at</strong> deal of high level expertise but<br />

lacking in smaller scale industry <strong>and</strong> commercial applic<strong>at</strong>ion)<br />

undercut its ability to diversify.<br />

One example of the new approach described above<br />

is the “Xi’an N<strong>at</strong>ional Civilian Aerospace Industry<br />

Base.” 108 <strong>The</strong> Shaanxi government the China Aerospace<br />

Science <strong>and</strong> Technology Corpor<strong>at</strong>ion (CASC)<br />

are working together (up to 30 billion yuan in funding)<br />

to cre<strong>at</strong>e a self-sustaining industry cluster. 109 CASC<br />

has long been heavily engaged in military conversion,<br />

but this project is a far more dram<strong>at</strong>ic consolid<strong>at</strong>ion of<br />

its assets th<strong>at</strong> will focus on dual-use activity, particularly<br />

in the business of small s<strong>at</strong>ellite development,<br />

productions, <strong>and</strong> applic<strong>at</strong>ions. It is expected to gener<strong>at</strong>e<br />

30 billion yuan in revenue <strong>and</strong> will entail mergers<br />

<strong>and</strong> acquisitions by a range of investors, both st<strong>at</strong>e<br />

<strong>and</strong> nonst<strong>at</strong>e. This could be the start of an even gre<strong>at</strong>er<br />

consolid<strong>at</strong>ion of CASC <strong>at</strong> other levels (large s<strong>at</strong>ellites,<br />

for instance). With such a concentr<strong>at</strong>ion of resources,<br />

the plan is to cre<strong>at</strong>e a self-sustaining industrial chain,<br />

which will then further <strong>at</strong>tract talent, enterprises, <strong>and</strong><br />

the necessary capital to thrive independently.<br />

A second model is the spontaneous development<br />

of CMI activity th<strong>at</strong> arises as a result of strong civilian<br />

industrial capacity <strong>and</strong> defense dem<strong>and</strong>. <strong>The</strong>se<br />

regions do not exhibit a high degree of technology<br />

diffusion between civilian <strong>and</strong> military sectors; r<strong>at</strong>her<br />

the civil-military rel<strong>at</strong>ionship is domin<strong>at</strong>ed by a sharing<br />

of industrial <strong>and</strong> manufacturing capacity. While<br />

local governments may actively solicit such dual-use<br />

opportunities—which are often lucr<strong>at</strong>ive—they occur<br />

more organically <strong>and</strong> are sustained through n<strong>at</strong>ural<br />

compar<strong>at</strong>ive advantage of the civilian or nonst<strong>at</strong>e<br />

sector. A typical example of this model is occurring<br />
