Even though the security situ<strong>at</strong>ion in China’s immedi<strong>at</strong>e<br />

neighborhood, the Asia-Pacific region, was<br />

viewed as stable, this stability was thre<strong>at</strong>ened by<br />

several factors. <strong>The</strong> global economic crisis was cre<strong>at</strong>ing<br />

political instability in some countries, ethnic <strong>and</strong><br />

religious discontent was intense, <strong>and</strong> competing territorial<br />

<strong>and</strong> maritime rights <strong>and</strong> interests remained<br />

severe. <strong>The</strong> United St<strong>at</strong>es had sharpened its focus on<br />

the region, was strengthening its military alliances,<br />

<strong>and</strong> enhancing its regional military capabilities. Nontraditional<br />

thre<strong>at</strong>s gener<strong>at</strong>ed by terrorists <strong>and</strong> “separ<strong>at</strong>ist”<br />

forces, <strong>and</strong> the consequences of serious n<strong>at</strong>ural<br />

disasters were troubling the region. <strong>The</strong>se thre<strong>at</strong>s to<br />

regional stability were made even more serious by the<br />

lack of an effective mechanism for regional security<br />

cooper<strong>at</strong>ion <strong>and</strong> coordin<strong>at</strong>ion.<br />

China’s security environment was perceived as<br />

improving, but continued to confront long-term <strong>and</strong><br />

complex security challenges. <strong>The</strong>se stemmed from developed<br />

countries’ economic, science, technology <strong>and</strong><br />

military superiority, <strong>and</strong> from str<strong>at</strong>egic maneuvering<br />

designed to contain China even as it suffers internally<br />

from separ<strong>at</strong>ist <strong>and</strong> hostile forces, including the East<br />

Turkistan, Tibet <strong>and</strong> Taiwan independence movements.<br />

<strong>The</strong> l<strong>at</strong>ter exacerb<strong>at</strong>ed by continuing U.S. sale<br />

of arms to Taiwan in wh<strong>at</strong> Beijing views as viol<strong>at</strong>ion<br />

of the three Sino-American joint communiqués.<br />

CHINA’S DEFENSE POLICY 16<br />

China’s primary str<strong>at</strong>egic objective is to foster a security<br />

situ<strong>at</strong>ion essential for China’s “peaceful development.”<br />

This is no doubt Beijing’s highest priority,<br />

for nothing would have graver political consequences<br />

<strong>and</strong> undermine China’s n<strong>at</strong>ional development goals<br />
