MILITARY-MILITARY LOGISTICS CONTACTS<br />

After the closeout of the four FMS cases in December<br />

1992—a bitter lesson for both oper<strong>at</strong>ional <strong>and</strong><br />

logistical proponents of military cooper<strong>at</strong>ion with the<br />

United St<strong>at</strong>es—bil<strong>at</strong>eral logistics contacts languished<br />

until the mid-1990s. When they did resume, they were<br />

constrained to seemingly safe areas, such as military<br />

medicine.<br />

Three bil<strong>at</strong>eral events occurred between 1995 <strong>and</strong><br />

1998. Major General Wen Guangchuan, Assistant Director,<br />

GLD, received briefings on U.S. logistics doctrine<br />

<strong>and</strong> systems, <strong>and</strong> Chinese military officers were<br />

allowed to observe military logistics oper<strong>at</strong>ions during<br />

a 1995 visit to the United St<strong>at</strong>es <strong>at</strong> the invit<strong>at</strong>ion<br />

of the Office of the Under Secretary of Defense for Acquisition<br />

<strong>and</strong> Technology. 24 In March 1996, Assistant<br />

Secretary of Defense for Health Affairs Stephen Joseph<br />

visited China <strong>and</strong> signed a “Memor<strong>and</strong>um of Medical<br />

Exchange <strong>and</strong> Cooper<strong>at</strong>ion.” 25 GLD Deputy Director<br />

Lieutenant General Zhou Youliang conducted a reciprocal<br />

visit in September 1996, when possible cooper<strong>at</strong>ion<br />

between the <strong>PLA</strong> 301 Hospital <strong>and</strong> Walter Reed<br />

<strong>Army</strong> Medical Center was discussed. 26<br />

During March-April 1998, GLD Director General<br />

Wang Ke visited the United St<strong>at</strong>es <strong>at</strong> the invit<strong>at</strong>ion of<br />

the Under Secretary of Defense for Acquisition <strong>and</strong><br />

Technology. During this trip, Wang Ke visited Aberdeen<br />

Proving Ground, Maryl<strong>and</strong>; Warner-Robins Air<br />

Logistics Center, Georgia; the Defense Logistics Agency’s<br />

Defense Supply Center , Richmond, Virginia; the<br />
