6. To independently develop military rel<strong>at</strong>ions<br />

based on the five principles of peaceful coexistence<br />

with all countries;<br />

7. To send military experts <strong>and</strong> military diplom<strong>at</strong>s<br />

to particip<strong>at</strong>e in bil<strong>at</strong>eral <strong>and</strong> multil<strong>at</strong>eral discussions<br />

rel<strong>at</strong>ed to the definition of n<strong>at</strong>ional boundaries;<br />

8. To particip<strong>at</strong>e in multilevel, multichannel regional<br />

bil<strong>at</strong>eral <strong>and</strong> multil<strong>at</strong>eral security dialogue <strong>and</strong><br />

cooper<strong>at</strong>ion, <strong>and</strong> to actively particip<strong>at</strong>e in intern<strong>at</strong>ional<br />

arms control; <strong>and</strong>,<br />

9. To use various foreign policy channels to increase<br />

exchanges with the defense ministries, armed<br />

forces, military academies, scientific research establishments,<br />

<strong>and</strong> defense industries of countries around<br />

the world. 13<br />

It is interesting to note th<strong>at</strong> some of wh<strong>at</strong> Western<br />

observers might consider the major components<br />

of foreign military rel<strong>at</strong>ions—military dialogue, cooper<strong>at</strong>ive<br />

activities, <strong>and</strong> exchanges—rank rel<strong>at</strong>ively low<br />

on the <strong>PLA</strong>’s list of diplom<strong>at</strong>ic priorities, well behind<br />

countering thre<strong>at</strong>s to China’s sovereignty, deterring<br />

Taiwan independence, <strong>and</strong> opposing imperialism. Indeed,<br />

the first five goals are str<strong>at</strong>egic-level goals th<strong>at</strong><br />

are to be supported by the following four oper<strong>at</strong>ionallevel<br />

activities. This further illustr<strong>at</strong>es th<strong>at</strong> <strong>PLA</strong> military<br />

diplomacy is not regarded as a freest<strong>and</strong>ing set<br />

of activities with its own intrinsic value, but r<strong>at</strong>her<br />

as a vehicle for furthering the Party-St<strong>at</strong>e’s str<strong>at</strong>egic<br />

n<strong>at</strong>ional objectives. <strong>The</strong> recurring use of the words<br />

“peace,” “peaceful,” <strong>and</strong> “cooper<strong>at</strong>ion” is represent<strong>at</strong>ive<br />

of China’s efforts to use military diplomacy as a<br />

vehicle for implementing its general policy of reassurance.<br />
