following the Politburo’s decision. 18 Furthermore,<br />

there is a long lasting discrepancy between civilian<br />

<strong>and</strong> military interests over the military’s budget. <strong>The</strong><br />

<strong>PLA</strong>’s structural shortfall in funding has stimul<strong>at</strong>ed<br />

<strong>PLA</strong> str<strong>at</strong>egists to persistently require an increase<br />

in the military’s share of 1.7 percent in the gross domestic<br />

product (GDP) total to 3 percent, <strong>and</strong> from 8<br />

percent in government expenditure to 12-15 percent. 19<br />

Apparently, the civilian leaders have not budged. <strong>The</strong><br />

fact th<strong>at</strong> no m<strong>at</strong>ter how reluctantly the <strong>PLA</strong> has swallowed<br />

wh<strong>at</strong> is imposed upon it indic<strong>at</strong>es th<strong>at</strong> it is very<br />

conscious of civilian supremacy over it.<br />

On the other h<strong>and</strong>, <strong>PLA</strong> subordin<strong>at</strong>ion has been<br />

rewarded in this rel<strong>at</strong>ionship of shared interests with<br />

the Party th<strong>at</strong> defines the rel<strong>at</strong>ionship today. Actual<br />

civil-military interest-sharing has served as a political<br />

found<strong>at</strong>ion for the PRC’s political system from which<br />

each organiz<strong>at</strong>ion benefits enormously. Additionally,<br />

interest-sharing is grounded on their shared n<strong>at</strong>ional<br />

goal of making China socially stable, economically<br />

prosperous, <strong>and</strong> militarily powerful (富国强兵). 20 In<br />

addition, the <strong>PLA</strong> actively embraces the Party’s promotion<br />

of n<strong>at</strong>ionalism, concretely expressed by their<br />

shared determin<strong>at</strong>ion to safeguard Beijing’s sovereignty<br />

over domestic governance <strong>and</strong> territorial integrity.<br />

For instance, anti-Taiwan independence has<br />

become a key ideological anchorage for Party/military<br />

interaction. <strong>The</strong> <strong>PLA</strong>’s focus on external thre<strong>at</strong>s<br />

is enhanced by its deeply rooted anti-Americanism<br />

th<strong>at</strong> has transl<strong>at</strong>ed into support for the Party’s goal<br />

of power consolid<strong>at</strong>ion <strong>at</strong> home <strong>and</strong> prepar<strong>at</strong>ion for<br />

intern<strong>at</strong>ional conflict.<br />

In 1999, the Party decided to acceler<strong>at</strong>e prepar<strong>at</strong>ion<br />

for war <strong>and</strong> made military moderniz<strong>at</strong>ion a<br />
