nerabilities—<strong>and</strong> hence reluctant to devote more than<br />

a modest level of resources to their development.<br />

Just as these limiting factors increasingly thre<strong>at</strong>en<br />

U.S. pl<strong>at</strong>forms oper<strong>at</strong>ing in or near China’s maritime<br />

periphery, they likewise haunt China’s navy as it ventures<br />

further afield—a navy th<strong>at</strong> is still far, far behind<br />

th<strong>at</strong> of the United St<strong>at</strong>es in overall resources <strong>and</strong> experience.<br />

Thus far, Chinese decisionmakers, having<br />

carefully studied the lessons of Soviet overstretch,<br />

seem unlikely to expend overwhelming n<strong>at</strong>ional resources<br />

to fight these realities. Despite their growing<br />

concerns abroad, they have too many imper<strong>at</strong>ives<br />

closer to home th<strong>at</strong> dem<strong>and</strong> ongoing funding <strong>and</strong> focus.<br />

Additionally, in two separ<strong>at</strong>e articles, one in written<br />

in 2007 <strong>and</strong> one in 2009, Admiral Wu Shengli, the<br />

comm<strong>and</strong>er of the <strong>PLA</strong>N, clearly st<strong>at</strong>es th<strong>at</strong> the <strong>PLA</strong>N<br />

will continue to develop into a force th<strong>at</strong> is smaller<br />

in quantity, yet gre<strong>at</strong>er in quality. In the 2009 article,<br />

he also st<strong>at</strong>es th<strong>at</strong> naval moderniz<strong>at</strong>ion must be put<br />

within the overall context of n<strong>at</strong>ional moderniz<strong>at</strong>ion<br />

as well as the overall context of military moderniz<strong>at</strong>ion.<br />

This suggests an honest acknowledgement of the<br />

reality th<strong>at</strong> resources alloc<strong>at</strong>ed to the <strong>PLA</strong>N are <strong>and</strong><br />

will continue to be finite. 201 Given ongoing requirements<br />

for the <strong>PLA</strong>N to provide security for Chinese<br />

interests in the South <strong>and</strong> East China Seas, it is highly<br />

unlikely th<strong>at</strong> a <strong>PLA</strong>N th<strong>at</strong> is smaller in quantity will<br />

be able to sustain the sort of robust footprint in the<br />

Indian Ocean th<strong>at</strong> some Western analysts claim it is<br />

moving toward, no m<strong>at</strong>ter how much gre<strong>at</strong>er in quality<br />

it may be.<br />

It thus seems likely th<strong>at</strong> for the foreseeable future<br />

China will have limited capabilities but significant<br />

shared interests with the United St<strong>at</strong>es <strong>and</strong> other n<strong>at</strong>ions<br />

in the vast majority of the global maritime com-<br />
