SUSAN M. PUSKA, a retired U.S. <strong>Army</strong> Colonel,<br />

is a researcher <strong>at</strong> the Defense Group, Inc., Center for<br />

Intelligence Research <strong>and</strong> Analysis (CIRA). She currently<br />

investig<strong>at</strong>es Chinese dual-use RDA, military<br />

moderniz<strong>at</strong>ion, <strong>and</strong> mobiliz<strong>at</strong>ion issues. Colonel Puska<br />

served as the U.S. <strong>Army</strong> Attaché in Beijing during<br />

2001-03, <strong>and</strong> an assistant <strong>Army</strong> <strong>at</strong>taché during 1992-<br />

94. She <strong>at</strong>tended <strong>The</strong> Johns Hopkins-Nanjing University<br />

Center for Chinese <strong>and</strong> American <strong>Studies</strong> as a<br />

China Foreign Area Officer (FAO) in 1988-89. Colonel<br />

ANDREW SCOBELL is Senior Political Scientist <strong>at</strong><br />

the RAND Corpor<strong>at</strong>ion. Prior to this he was Associ<strong>at</strong>e<br />

Professor of Intern<strong>at</strong>ional Affairs <strong>at</strong> the Bush School<br />

of Government <strong>and</strong> Public Service <strong>at</strong> Texas A&M University<br />

loc<strong>at</strong>ed in College St<strong>at</strong>ion, Texas. From August<br />

1999 until August 2007, he was Associ<strong>at</strong>e Research<br />

Professor in the Str<strong>at</strong>egic <strong>Studies</strong> <strong>Institute</strong> <strong>at</strong> the U.S.<br />

<strong>Army</strong> War College <strong>and</strong> Adjunct Professor of Political<br />

Science <strong>at</strong> Dickinson College, both loc<strong>at</strong>ed in Carlisle,<br />

Pennsylvania. He is the author of China’s Use of Military<br />

Force: Beyond the Gre<strong>at</strong> Wall <strong>and</strong> the Long March<br />
