Phase Three:<br />

• Under the joint leadership of the GLD, <strong>and</strong> according<br />

to the str<strong>at</strong>egic direction <strong>and</strong> regional<br />

deployments, establish within the country several<br />

regional war zone logistics departments<br />

th<strong>at</strong> are subordin<strong>at</strong>e to the GLD <strong>and</strong> responsible<br />

for logistics in the war zone <strong>and</strong> within<br />

every war zone establish subordin<strong>at</strong>e war zone<br />

logistics department sub-departments.<br />

Joint Logistics Supply Distribution after 2000.<br />

An examin<strong>at</strong>ion of supply <strong>and</strong> m<strong>at</strong>erial distribution<br />

after the 2000 reforms incorpor<strong>at</strong>ed MR Joint Logistics<br />

departments <strong>and</strong> sub-departments provided<br />

in Figure 1 59 illustr<strong>at</strong>es how the 2000 reforms affected<br />

joint logistics. <strong>The</strong> chart shows three distinct distribution<br />

channels for m<strong>at</strong>erial flow down to using units.<br />

One channel is the distribution of common use m<strong>at</strong>erial<br />

through the MR Joint Logistics M<strong>at</strong>erial <strong>and</strong> Fuel<br />

Department, through subordin<strong>at</strong>e (sub) departments<br />

to m<strong>at</strong>erial supply st<strong>at</strong>ions <strong>and</strong>, finally, to using units.<br />

<strong>The</strong> center distribution channel depicts m<strong>at</strong>erial flow<br />

for service-specific items through the military region’s<br />

service logistics departments <strong>and</strong> supply st<strong>at</strong>ions to<br />

using units. <strong>The</strong> third channel on the right side of the<br />

chart depicts the flow of “comprehensively planned<br />

m<strong>at</strong>erial” (统等物流) through the GLD’s Military M<strong>at</strong>erial<br />

Planning Bureau <strong>and</strong> m<strong>at</strong>erial storage <strong>and</strong> delivery<br />

st<strong>at</strong>ions. Critical commodities, such as rice, are<br />

supplied by the GLD through n<strong>at</strong>ional procurement<br />

to military regions th<strong>at</strong> do not have sufficient production<br />

capacity to support military needs, such as areas<br />

of Qinghai Province, the Xizang Autonomous Region<br />
