to provide support according to the oper<strong>at</strong>ional environment,<br />

<strong>and</strong> to integr<strong>at</strong>e this organic service support<br />

with “the str<strong>at</strong>egic sustaining base of the N<strong>at</strong>ion.” 38<br />

While U.S. logistics terms reflect its expeditionary<br />

oper<strong>at</strong>ions outside the continental United St<strong>at</strong>es, China’s<br />

logistics terms appears to focus more on defensive<br />

homel<strong>and</strong> mobiliz<strong>at</strong>ion concepts in the tradition<br />

of People’s War in which civilian <strong>and</strong> military capacity<br />

can be mobilized to support defense of China during<br />

<strong>at</strong>tack. Many of the civil-military mobiliz<strong>at</strong>ion m<strong>and</strong><strong>at</strong>es<br />

are further under resourced <strong>and</strong> centrally managed,<br />

allowing local experiment<strong>at</strong>ion <strong>and</strong> vari<strong>at</strong>ions<br />

th<strong>at</strong> could undermine effective n<strong>at</strong>ional mobiliz<strong>at</strong>ion.<br />

Logistics support to offensive power-projection capabilities,<br />

discussed more below, does not appear to be<br />

an urgent priority <strong>and</strong>/or appreci<strong>at</strong>ed requirement to<br />

offensive oper<strong>at</strong>ions, as the gradual implement<strong>at</strong>ion<br />

of joint logistics based on the Jinan MR tests begun in<br />

2004 seems to indic<strong>at</strong>e.<br />

Comprehensive Support (综合保障).<br />

Differences in American <strong>and</strong> Chinese military oper<strong>at</strong>ional<br />

concepts, as well as capacity, are also indic<strong>at</strong>ed<br />

in the Chinese term, comprehensive support.<br />

China’s concept of comprehensive support may be defined<br />

as “a series of support measures . . . to ensure the<br />

smooth execution of a campaign <strong>and</strong> its final victory . .<br />

. [including] oper<strong>at</strong>ional support, logistic support <strong>and</strong><br />

equipment support.” 39<br />

This term can be compared to the U.S. military’s<br />

joint logistics concept, which is defined as “the coordin<strong>at</strong>ed<br />

use, synchroniz<strong>at</strong>ion, <strong>and</strong> sharing of two<br />
