drives growth in global bulk commodity <strong>and</strong> container shipping,<br />

<strong>and</strong> by minimizing crewing <strong>and</strong> other costs. No shippers from<br />

any country have been eager to spend money on priv<strong>at</strong>e security<br />

fees, as this would affect their margins significantly <strong>and</strong> make<br />
