support oper<strong>at</strong>ions during domestic emergencies<br />

(floods, earthquakes, etc.), provide the military<br />

with oper<strong>at</strong>ional experience, which can<br />

be radi<strong>at</strong>ed throughout the military logistics<br />

forces as lessons learned <strong>and</strong> comm<strong>and</strong> guidance.<br />

• Military <strong>and</strong> civilian logistics researchers <strong>and</strong><br />

organiz<strong>at</strong>ions, as well as military units, are collabor<strong>at</strong>ively<br />

researching, applying, <strong>and</strong> testing<br />

logistics support capabilities, which can help<br />

acceler<strong>at</strong>e the adapt<strong>at</strong>ion of innov<strong>at</strong>ion <strong>and</strong><br />

improvement to logistics in an inform<strong>at</strong>ionized<br />

environment.<br />

• <strong>The</strong> trends in China’s military logistics moderniz<strong>at</strong>ion<br />

appear consistent with advanced capabilities<br />

th<strong>at</strong> have already been mastered by the<br />

United St<strong>at</strong>es <strong>and</strong> other militaries. Although<br />

the <strong>PLA</strong> trails well behind more advanced military<br />

logistics systems, it does appear to be on<br />

the right track for significantly advancing China’s<br />

military logistics capabilities.<br />

• A growing base of knowledge <strong>and</strong> applic<strong>at</strong>ion<br />

of modern logistics capabilities is developing,<br />

which can provide a strong pl<strong>at</strong>form for advancing<br />

the development of a core of professional<br />

military logisticians, as well as civilian<br />

logisticians who support the military.<br />

Third, “neg<strong>at</strong>ive” indic<strong>at</strong>ors remain, <strong>and</strong> in some<br />

cases contradict points of progress in China’s logistics<br />

moderniz<strong>at</strong>ion, which indic<strong>at</strong>e limit<strong>at</strong>ions in the overall<br />

capacity of the logistics force. Among the shortcomings<br />

are:<br />

• <strong>The</strong> r<strong>at</strong>e of change in the moderniz<strong>at</strong>ion of<br />

China’s military logistics does not reflect a high<br />
