<strong>The</strong> PRC only began to build a formal emergency<br />

response management system in the post-Mao era.<br />

Prior to th<strong>at</strong>, emergency response was h<strong>and</strong>led largely<br />

on an ad hoc basis by the Communist Party leadership<br />

on all levels, who tended to employ temporary crisis<br />

management small groups to lead “mass movement”<br />

style of social mobiliz<strong>at</strong>ion to deal with crises. Since<br />

1979, economic reform, the growth of a market economy,<br />

gre<strong>at</strong>er respect for property rights, an increasingly<br />

complex bureaucracy, <strong>and</strong> gre<strong>at</strong>er awareness<br />

of models of emergency response in other countries<br />

have combined to move China toward the development<br />

of a specialized emergency response system. A<br />

growing body of law seeks to define the Chinese military’s<br />

roles <strong>and</strong> responsibilities <strong>and</strong> its rel<strong>at</strong>ions with<br />

the st<strong>at</strong>e, society, <strong>and</strong> economy. 9 One of the regular<br />

complaints emerging in the Chinese liter<strong>at</strong>ure on the<br />

<strong>PLA</strong>’s internal security missions is th<strong>at</strong> this body of<br />

law is still woefully inadequ<strong>at</strong>e. As the Asian Development<br />

Bank pointed out in its report on the Wenchuan<br />

earthquake response: “the Chinese government<br />

does not have a st<strong>and</strong>-alone disaster risk management<br />

agency with a dedic<strong>at</strong>ed disaster risk management<br />

function.” 10 However, there are a number of laws <strong>and</strong><br />

emergency response plans th<strong>at</strong> lay out some of the internal<br />

security roles <strong>and</strong> responsibilities of the <strong>PLA</strong>,<br />

the PAP, the militia, <strong>and</strong> the reserves.<br />

China’s laws describe “contingencies” or “public<br />

emergencies” (突发事件,突发公共事件) as including<br />

n<strong>at</strong>ural disasters, accidental disasters, public hygiene<br />

incidents, <strong>and</strong> social security incidents. 11 Contingencies<br />

are classified into four levels: I - Very Severe;<br />

II - Severe; III - Rel<strong>at</strong>ively Severe; <strong>and</strong> IV - Average.<br />

In general, the laws <strong>and</strong> contingency or emergency<br />

response plans envisage local police, militia, <strong>and</strong> re-<br />
