CONCLUSION: CHINA’S INTERNAL SECURITY,<br />

THE <strong>PLA</strong>, AND POLICY IMPLICATIONS FOR<br />

THE UNITED STATES<br />

China’s military—<strong>PLA</strong>, PAP, militia, <strong>and</strong> reserves—has<br />

faced severe internal security challenges<br />

over the past 2 years, including n<strong>at</strong>ural disasters, mass<br />

incidents, <strong>and</strong> ethnic unrest in Tibetan areas <strong>and</strong> in<br />

Xinjiang. Overall, wh<strong>at</strong> can the Chinese military’s reactions<br />

to these challenges <strong>and</strong> the lessons th<strong>at</strong> they<br />

have learned from them tell us about its oper<strong>at</strong>ional<br />

capabilities? Wh<strong>at</strong> implic<strong>at</strong>ions do these experiences<br />

<strong>and</strong> lessons have for American policy makers?<br />

First, as a number of Chinese analysts have observed,<br />

mobiliz<strong>at</strong>ion for n<strong>at</strong>ural disasters shares some<br />

similarities with mobiliz<strong>at</strong>ion for war. In this respect,<br />

the <strong>PLA</strong>’s reaction to the winter we<strong>at</strong>her emergency<br />

<strong>and</strong> particularly to the Wenchuan earthquake indic<strong>at</strong>es<br />

some significant institutional <strong>and</strong> oper<strong>at</strong>ional<br />

weaknesses. On the institutional side, China continues<br />

to struggle with problems both in the legal framework,<br />

organiz<strong>at</strong>ion, <strong>and</strong> mobiliz<strong>at</strong>ion for internal MOOTW.<br />

Discussions in China N<strong>at</strong>ional Defense, <strong>PLA</strong> Daily, <strong>and</strong><br />

other openly published news media indic<strong>at</strong>e a strong<br />

interest in building a more complete corpus of legisl<strong>at</strong>ion<br />

to define the duties <strong>and</strong> powers of the military as<br />

an emergency responder <strong>and</strong> in consolid<strong>at</strong>ing <strong>and</strong> improving<br />

China’s n<strong>at</strong>ional, provincial, <strong>and</strong> local emergency<br />

response plans.<br />

<strong>The</strong>re appears to be particularly strong interest in<br />

unifying war mobiliz<strong>at</strong>ion <strong>and</strong> emergency response<br />

plans <strong>and</strong> institutions. It is worth noting th<strong>at</strong> some<br />

Chinese analysts suggest th<strong>at</strong> the United St<strong>at</strong>es (along<br />

with Japan <strong>and</strong> Russia) might serve as a useful model<br />

for China’s emergency management <strong>and</strong> for the role<br />
