Over the longer-term, the development of an integr<strong>at</strong>ive<br />

<strong>and</strong> comprehensive C4ISR system will enable<br />

the <strong>PLA</strong> to project power globally. As China’s<br />

rel<strong>at</strong>ions with Africa deepen <strong>and</strong> as its energy needs<br />

increase, a robust C4ISR system will permit China to<br />

defend its global interests by supporting forces well<br />

beyond its borders. China’s C4ISR developments will<br />

then be one indic<strong>at</strong>or of China’s rise as a global power.<br />
