During the Korean War, the <strong>at</strong>tack by the People’s Volunteer<br />

<strong>Army</strong> was described by United N<strong>at</strong>ions forces<br />

as a ‘one-week <strong>at</strong>tack,’ mainly because the quantity of<br />

grain <strong>and</strong> bullets each of the soldiers . . . carried . . .<br />

determined the length of comb<strong>at</strong> time. . . . Sooner or<br />

l<strong>at</strong>er, China is going to have to start acting like a m<strong>at</strong>ure<br />

power (<strong>and</strong> establish overseas bases).<br />

<strong>The</strong> major powers are withdrawing from the peacekeeping<br />

Over the last 10 years, a major fe<strong>at</strong>ure of <strong>PLA</strong> overseas<br />

oper<strong>at</strong>ional experience has concentr<strong>at</strong>ed on particip<strong>at</strong>ion<br />

in UN Peacekeeping Missions. In 2000, China’s<br />

particip<strong>at</strong>ion fell well below the top 20 n<strong>at</strong>ions, 101<br />

but China has exp<strong>and</strong>ed its support from individual<br />

observers to the addition of police, <strong>and</strong> finally adding<br />

military personnel, which presently include b<strong>at</strong>talion-sized<br />

<strong>and</strong> larger military units. Figure 3 shows<br />

Chinese particip<strong>at</strong>ion by mission, loc<strong>at</strong>ion <strong>and</strong> type<br />

of personnel provided in July 2009, when China fell<br />

within the top 20 contributors. 102<br />
