defined integr<strong>at</strong>ed joint oper<strong>at</strong>ions, but generally<br />

they are described as “an advanced stage of joint<br />

oper<strong>at</strong>ions,” in which the comm<strong>and</strong> organiz<strong>at</strong>ion is<br />

not a coordin<strong>at</strong>ing body but, in fact, has the authority<br />

to make decisions. Integr<strong>at</strong>ed joint oper<strong>at</strong>ions are<br />

thus “not the simple combining of service oper<strong>at</strong>ions<br />

but are the organic merging of the planning <strong>and</strong> comm<strong>and</strong><br />

of separ<strong>at</strong>e service oper<strong>at</strong>ions in order to form a<br />

more powerful comprehensive oper<strong>at</strong>ion.” 63<br />

ASSESSING PROGRESS IN INTEGRATED JOINT<br />

OPERATIONS<br />

This section will evalu<strong>at</strong>e the <strong>PLA</strong>’s progress in<br />

two critical areas: organiz<strong>at</strong>ion <strong>and</strong> training.<br />

Organiz<strong>at</strong>ion.<br />

<strong>The</strong> <strong>PLA</strong> has made some progress in cre<strong>at</strong>ing a<br />

joint organiz<strong>at</strong>ional structure over the past 10 years,<br />

but major hurdles remain. <strong>The</strong> main reason for the<br />

lack of progress is the historical predominance of the<br />

ground force <strong>and</strong> its predilection to control <strong>PLA</strong> doctrine,<br />

organiz<strong>at</strong>ion, <strong>and</strong> oper<strong>at</strong>ions. <strong>The</strong> predominance<br />

of the ground force has led to a lack of permanent joint<br />

structures, which has stymied a culture of jointness<br />

<strong>and</strong> the technology needed to support it. As one Navy<br />

author writing on the dominance of the ground force<br />

complained, “military region leadership organiz<strong>at</strong>ions<br />

cannot say th<strong>at</strong> they are a real comm<strong>and</strong> organiz<strong>at</strong>ion<br />

<strong>and</strong> this makes it difficult to meet the needs<br />

of comm<strong>and</strong>ing multi-dimensional oper<strong>at</strong>ions under<br />

high technology conditions.” 64 <strong>The</strong> lack of a permanent<br />

joint organiz<strong>at</strong>ion <strong>at</strong> the MR level has been the<br />
