defense consult<strong>at</strong>ions as an important mechanism for<br />

promoting “better mutual trust <strong>and</strong> mutual exchange<br />

<strong>and</strong> cooper<strong>at</strong>ion.” 15 <strong>The</strong> frequency with which China<br />

has particip<strong>at</strong>ed in security consult<strong>at</strong>ions in recent<br />

years underscores the emphasis th<strong>at</strong> the central government<br />

places on maintaining a stable regional <strong>and</strong><br />

intern<strong>at</strong>ional environment. China reportedly particip<strong>at</strong>ed<br />

in a total of 46 security consult<strong>at</strong>ions with<br />

<strong>at</strong> least 20 different countries in 2005-06. 16 <strong>The</strong> countries<br />

th<strong>at</strong> engage in defense consult<strong>at</strong>ion with China<br />

include Japan, the United St<strong>at</strong>es, France, the United<br />

Kingdom (UK), Australia, Greece, Russia, Thail<strong>and</strong>,<br />

Malaysia, India, <strong>and</strong> Pol<strong>and</strong>. 17<br />

<strong>The</strong> <strong>PLA</strong> does not always particip<strong>at</strong>e in str<strong>at</strong>egic<br />

dialogues <strong>and</strong> consult<strong>at</strong>ions. <strong>The</strong>refore, new developments<br />

or changes in the level of direct <strong>PLA</strong> particip<strong>at</strong>ion<br />

can be indic<strong>at</strong>ors of improvement or deterior<strong>at</strong>ion<br />

in China’s rel<strong>at</strong>ions with a given country. A significant<br />

development occurred during the fifth round of the<br />

China-U.S. Str<strong>at</strong>egic Dialogue in January 2008. Major<br />

General Ding Jingong, deputy director of the Foreign<br />

Affairs Office of the Chinese Ministry of N<strong>at</strong>ional Defense,<br />

became the first Chinese military official to particip<strong>at</strong>e<br />

in the dialogues. His American counterpart,<br />

Assistant Secretary of Defense James Shinn, was the<br />

first Department of Defense (DoD) represent<strong>at</strong>ive to<br />

<strong>at</strong>tend the dialogues. 18 Although <strong>PLA</strong> officials have<br />

particip<strong>at</strong>ed in consult<strong>at</strong>ions with other countries, including<br />

Greece, France, <strong>and</strong> Germany, they had not<br />

previously particip<strong>at</strong>ed in dialogues with the United<br />

St<strong>at</strong>es. This development took place during a rel<strong>at</strong>ively<br />

positive period in U.S.-China military rel<strong>at</strong>ions.<br />
