3. <strong>The</strong> <strong>Army</strong> has been the main force of the <strong>PLA</strong> <strong>and</strong> continues<br />

to domin<strong>at</strong>e <strong>PLA</strong> leadership. <strong>The</strong> other services include the<br />

<strong>PLA</strong>N, established <strong>at</strong> the end of the Civil War when units of the<br />

Republic of China Navy defected; the <strong>PLA</strong>AF, also formally established<br />

in 1949, <strong>and</strong> the Str<strong>at</strong>egic Rocket Forces, established in<br />

July 1966. <strong>The</strong> Marines, which are a separ<strong>at</strong>e service within the<br />

U.S. military system—although part of the Department of the<br />

Navy headed by the Secretary of the Navy, are part of the <strong>PLA</strong> in<br />

the Chinese system.<br />
