GSD have had to take a top down approach to force<br />

jointness upon the services in the form of doctrine<br />

<strong>and</strong> regul<strong>at</strong>ions. <strong>The</strong>se efforts, however, have resulted<br />

in limited improvements in establishing an organiz<strong>at</strong>ional<br />

structure capable of supporting joint oper<strong>at</strong>ions.<br />

While the CMC has been made joint <strong>and</strong> a Joint<br />

Logistics Department established, the four General<br />

Departments <strong>and</strong> the military regions continue to lack<br />

jointness <strong>and</strong> it is unclear how joint the JLD system is<br />

<strong>Army</strong>-wide. <strong>The</strong> <strong>PLA</strong> has also done little joint training.<br />

Jointness, it seems, is still largely an<strong>at</strong>hema to the<br />

<strong>PLA</strong>, <strong>and</strong> it appears th<strong>at</strong> the ground force continues to<br />

wield extraordinary power <strong>at</strong> a time when <strong>PLA</strong> writings<br />

on future wars depict a more prominent role for<br />

the other services. Without a permanent joint structure,<br />

it will continue to be difficult to build suitable<br />

technology systems <strong>and</strong> to change the mindset of single<br />

service domin<strong>at</strong>ion. In fact, the <strong>PLA</strong> continues to<br />

delay making the hard decisions concerning joint reform.<br />

<strong>The</strong>re has been no discussion of making the four<br />

General Departments truly joint nor do the 2009 training<br />

reforms indic<strong>at</strong>e th<strong>at</strong> the MR headquarters itself<br />

will be made joint. <strong>The</strong>y only require the form<strong>at</strong>ion<br />

of a permanent joint training organiz<strong>at</strong>ion. While the<br />

<strong>PLA</strong> focuses on establishing jointness <strong>at</strong> the CMC <strong>and</strong><br />

MR levels, the U.S. experience in forming a joint military<br />

suggests th<strong>at</strong> joint organiz<strong>at</strong>ions must be formed<br />

from the str<strong>at</strong>egic to the tactical levels. In this regard,<br />

the lack of jointness <strong>at</strong> the General Department level<br />

appears to be a critical shortcoming of joint reform<br />

as these organiz<strong>at</strong>ions are the working bodies of the<br />

CMC. <strong>The</strong> prominence of ground force officers in the<br />

four General Departments suggests th<strong>at</strong>, <strong>at</strong> worst, service<br />

rivalry continues to retard joint reforms <strong>and</strong>, <strong>at</strong><br />
