for Diseases Control <strong>and</strong> Prevention from the Guangzhou<br />

MR worked with a like number from the Singapore<br />

Armed Forces (SAF) 2nd People’s Defense Force,<br />

<strong>and</strong> the SAF Chemical, Biological, Radiological, <strong>and</strong><br />

Explosives Defense Group focused on “the prevention<br />

<strong>and</strong> emergency h<strong>and</strong>ling of nuclear, chemical <strong>and</strong> biological<br />

terror <strong>at</strong>tacks.” 62 After holding seminars, the<br />

<strong>PLA</strong> <strong>and</strong> SAF forces formed mixed teams to conduct<br />

h<strong>and</strong>s-on training.<br />

Rounding out activities, from June 26 to July 4, Chinese<br />

<strong>and</strong> Mongolian forces conducted “Peacekeeping<br />

Mission-2009,” the “first joint peacekeeping exercise<br />

China has held with another country, as well as the<br />

first joint military training between China <strong>and</strong> Mongolia.”<br />

<strong>The</strong> exercise included lectures, joint training,<br />

<strong>and</strong> comprehensive simul<strong>at</strong>ion drills, such as “transport<br />

<strong>and</strong> defensive missions against the backdrop of a<br />

simul<strong>at</strong>ed United N<strong>at</strong>ions peacekeeping mission.” In<br />

th<strong>at</strong> exercise, the participants formed a peacekeeping<br />

company. A total of 91 personnel from both countries<br />

particip<strong>at</strong>ed, with China providing 46 troops. 63 <strong>The</strong><br />

Chinese contingent likely included personnel from<br />

the Engineer Brigade st<strong>at</strong>ioned in Beijing th<strong>at</strong> has sent<br />

forces to several UN missions. <strong>The</strong> exercise was probably<br />

conducted <strong>at</strong> the newly opened <strong>PLA</strong> “Peacekeeping<br />

Training Center” in Huairou, northeast of Beijing. 64<br />

<strong>The</strong> third in the “Peace Mission” series of exercises<br />

was another bil<strong>at</strong>eral Sino-Russian event (though other<br />

four SCO member st<strong>at</strong>es sent observers). A 1-day<br />

“str<strong>at</strong>egic consult<strong>at</strong>ion” phase held in Khabarovsk<br />

preceded the live troop phase from July 24-26, 2009,<br />

<strong>at</strong> the Taonan Combined Arms Training Center in<br />

Jilin. “Peace Mission-2009” was the smallest exercise<br />
